A judge in the southwestern Kursk region sentenced former regional lawmaker Maxim Vasilyev to 5.5 years in prison on Friday for embezzlement linked to failures in border defense construction that contributed to Ukraine’s unexpected incursion across the border.

Vasilyev is one of at least 11 officials and business leaders implicated in ongoing investigations following the capture of significant parts of the Kursk region by Ukrainian forces in August 2024, which sparked scrutiny into border security measures.

He faced allegations of misappropriating millions of rubles allocated for defense initiatives, as well as making substantial payments to the former deputy governor of the Kursk region, who prosecutors allege was part of an “organized group” with former Governor Alexei Smirnov.

The Leninsky District Court judge found Vasilyev guilty of large-scale embezzlement, as reported by the press service of the Kursk region court system.

Alongside his prison term, Vasilyev received a fine of 800,000 rubles (approximately $10,100) and was ordered to reimburse 152.8 million rubles (around $1.9 million) to a regional construction firm as part of a distinct civil lawsuit.

Vasilyev admitted guilt and accepted a plea agreement.

The court’s press service indicated that the ruling against Vasilyev has not yet become legally binding and can be contested.
