Newcomers to the squad including Angel Gomes, Tino Livramento, Morgan Gibbs-White and Noni Madueke are on the bench.
Wideman Trent Alexander-Arnold starts after helping Liverpool make a perfect start to the Premier League season, including a 3-0 win at United last Sunday.
New Ipswich Town winger Chiedozie Ogbene returns for Ireland after injury, with fellow Tractor Boys signing Sammie Szmodics in attack.
Ireland have won one of their last six matches, although that victory did come in their last home game, beating Hungary 2-1 on June 4.
Their most recent outing was a 3-0 defeat in Portugal on June 11.
